Thanks to all who responded. There's nothing like knowing that something that looks impossible to you is actually going to work if you do it the correct way.
I have done step one this afternoon, i.e., the dowel shaped items (are they called 'blocks', 'grommets', 'capstans'?) are now on the damper wires (which, again, I might think 'wire' meant a piano string, and the damper wire on this piano is quite stiff and sturdy, which is why I called it a post or shaft), are on the wires, the screws tightened so they stay up.
tomorrow I will try placing the dampers themselves, as explained, and I will report back.
