Does the new one have a tapered bore. If that is the case, a gear puller, and gentle taps under pressure would do it. It surprised me to learn that many high precision ,machine tools, like precision arbors are not attached in any manner other than a press fit taper...pretty amazing, I think!
On the other hand, if it had a set screw, and the old one rotated on the shaft, the set screw will have scarred the shaft. Same solution...a gear puller. You can get a cheap one at harbor freight, or some other hole in the wall like that. It will be cheap, but good enough for the very few instances you will need one. Worse case might be, if badly scarred, to cut through the fitting to loosen in on the shaft.
