How does this part of the quill come off in order to replace it with the one pictured.  Any hints?  Seems to be a pretty damn tight fit.  Is that a press fit that requires me to remove the entire quill assembly?

Does the new one have a tapered bore.  If that is the case, a gear puller, and gentle taps under pressure would do it. It surprised me to learn that many high precision ,machine tools, like precision arbors are not attached in any manner other than a press fit taper...pretty amazing, I think!

On the other hand, if it had a set screw, and the old one rotated on the shaft, the set screw will have scarred the shaft. Same solution...a gear puller. You can get a cheap one at harbor freight, or some other hole in the wall like that. It will be cheap, but good enough for the very few instances you will need one.  Worse case might be, if badly scarred, to cut through the fitting to loosen in on the shaft.

Not tapered. Wondering if I need to take the entire assembly, shaft included, out first

I did an extensive search first and couldn't find anything.

What brand of drill press is it ? Do you have a parts catalog showing how things fit together and what they are called ? If it is a brand such as a DELTA you may be able to talk to them . A gear puller might work as suggested but you don't want to snap or bend anything in the process. What is wrong with the existing piece- are the arms loose in the fitting ? If you do get it off you need to get the new one on which mat require an arbor press.

Here is one more vote for the gear puller. I don't see why that wouldn't work. I think ACE hardware will even just lend you one - or rent it for a very small fee. If the new one requires energy to get it on, I should think something like an appropriately-sized socket could be placed over the new piece and tapped into place.

As someone else asked, why are you replacing it? What does that collar do?

Oh, maybe I see better now. Is that the piece that the three (usually) handles screw into for feeding the bit? If so, then I'm guess that perhaps the threaded hole we see in the picture in the new piece is not really a set screw. But again, just curious, why does it need replacement?

what is the nature of the failure you are trying to correct?  Is the hub spinning on the shaft, or is one of the handle threaded holes stripped?
