This looks like an excessivly heavy application of DAG that is blistering.
You can ignore it or try wire brushing it off, I wouldn't worry much.

1977 Schafer & Sons 82" grand.
Piano was purchased for the sole purpose of being furniture. Probably hasn't been serviced since new because "it's furniture" and nobody plays it. Case is like new and no signs of damage inside, or abuse. In spite of mom's desire to keep it as furniture, daughter now want's it tuned so she can play it when she visits. After four broken strings during two pitch raises it came together very nicely. Surprisingly so. But I noticed that the bridges looked very wrong. So today's question is, what is it that's going on with the top of these bridges? Whatever it is it is happening across both long and short bridges.
