There was quite a bit of discussion last summer on the caut list. I don't know what the status of those archives is at the moment, but I initiated a lot of it, and proceeded to restring a Baldwin L with much less trouble than I anticipated. I used a Wixey gauge (one of a few digital levels, that give you ample accuracy for this purpose), with a home made wooden/metal/brass jig that is pretty self-explanatory from the photo I will attach.
The basic technique is to make sure you are level or above bridge level a bit, when you tighten the string on the tuning pin. Easier to tap down than pull up. Eyeball is a good start, then make a little wooden wedge that fits under your first successfully installed string. Use it as a gauge for the subsequent ones. Check with the Wixey (or Lowell) gauge from time to time, as the plate/bridge relation may change from one end of a section to another.
When all strings are installed and tensioned, start at the bottom of the tenor bridge and adjust the angle unison by unison.
