James: I worked on a Bechstein recently, also rebuilt, where rebuilder used felt on the under levers that was a bit too thick, so early lift. The felt on the damper tray was also a bit thick, so I decided to live with that. Damper heads are pretty light, so didn't affect touch as much as a newer instrument.
If SCHAFF still sells Pro-felt, which I used to get from Pianotek, that could soften the hard felt. Or someone on this list may have a recipe for the stuff, seems like I have seen one.
To adjust the rockers you just need an offset screwdriver. Process is loosen one screw, then tighten the other, and hammer will rise. Takes some patience, but not that hard once you get going. Since the piano was rebuilt, at least you know someone has turned those screws relatively recently. Hope that helps.
