So,, after much thinking, I realized the jack has to sit slightly lower than the rep lever. So if I push down on the rep lever and the hammer drops, you adjust the height until it's a wink.
What I decided on was to set the blow distance approximately.
With the hammer at rest, I gently tripped the jack and on most of them, the hammer dropped meaning the rep lever was lower than the jack. I adjusted the rep lever height until there was no drop in the hammer. Then I checked for a wink using the rep lever to see I hadn't gone too far.
Blow distance became easy to set.

Before I adjust let off and drop, I adjust the rep spring. And before adjusting the rep spring, I adjust the back check to have the hammers check at about 5/8". I have found over the years that a weak spring has a great effect on drop, especially. I realize I will have to adjust it again after lo and drop have been set, but it can get very frustrating adjusting those two with a weak spring.

I'm thinking I take drop out of the picture and when the jack kicks out, the hammer doesn't drop onto the rep lever but slides off smooth. Then I use the drop screw to limit the rep lever.
This gives the jack some lost motion at rest. When I push the rep lever down, the hammer drops slightly. Perhaps the rep springs are too strong and that will change when it all dials in.
I think this is a pre WW1 action. Has anybody a regulation procedure for them?
