Four years ago, TuneLab developed an app designed to be usable by blind tuners:
Montal Tuner. It is only available for iPhone/iPad.
I don't know about any blind tuners who are using it (have heard mixed reviews through the grapevine), but Robert Scott will be there and can demonstrate it.

I just heard from a blind tuner in South Africa that there is now an ETD for blind tuners that tells you if a string is sharp or flat. Are there any blind tuners in America that is going to attend the convention this year who is willing to demonstrate the program?
