The wooden block into which the glide bar is pressed is probably removable, held in by two or three screws. The hole into which the bar is pressed probably extends all of the way through the block, making it easy to punch out the stub from behind. I think fabricating a new glide from round stock might be the way to go. I've done it when a glide rail went missing.

The wool in the mortice likely bunched up and someone forced the music desk to slide . I have had to enlarge the mortices and replace the felt on some music desks. Polyester pianos seem to have very tight fitting music desks that barely slide

I would pull out the stub and the remaining metal and have them welded back together. I have a local welding shop I always take my metal repairs to. They would have this welded in less than 5 minutes. The real question is, how did it break? There's not a lot of stress on these rails. Maybe the felt got bunched up and jammed things, making the music desk hard to move. Those metal rails should come out of the wood pretty easily. Alternatively, a metal shop should be able to duplicate this, especially if you bring them the other one to match.
