If the attachment point is metal I would use UHU. If it's wood, I think I would opt for hide glue. (Hot hide if you've got it, cold hide if you don't).
You need to see to it that the hanging felt does not catch on or interfere with any hammers, therefore keep this in mind when (or if) you're needing to cut the felt to a specific width. Try to duplicate what was there originally if it is still operational (but just worn out).

Some wood glues do not come off easily with water. You want something that can be removed easily. I hate scraping the wrong glue off. They usually used hide glue for those and cold hide glue is my choice over an Elmer glue.
Don't use titebond or other waterproof wood glues.
A little bit of water and the old stuff comes off easily.

I've started using UHU All Purpose Adhesive for gluing on felts and leathers. It cures about as quickly as wood glue does. Works very well and is now my glue of choice (no problems so far, now almost two years in). Or like Wim said, normal wood glue works just fine too.

This is s relatively easy repair. I buy my felt from a local fabric tore. (You do need to buy a yard at a time, which will last a long time).
To remove the old felt, just pull it off the rail. You might need to scrape some of it off.
If you still have some of the old felt, measure the width and cut that much off the yard.
Cut the length as per sections.
You can use ordinary wood glue to attach the felt to the rail
