Sticking Note highest C note

I have a sticking key issue and looking for some help.

What I would eliminate first as the reason it is stuck is tight key bushings. Next, notice that C88 is a very fat key on the playing end. The center of gravity of C88 may be so bad that the whippen weight and jack spring cannot return it to playing position. Carve away wood on the treble side of the key to make the front lighter.
